Let's analyze how to request a declaration of non-debt from the Finances, by accessing the Portal of the Tax Authority (AT). It is a simple and free way to obtain it, avoiding going to the AT services. This declaration of non-debt to the Finances allows the citizen to present, to the entity that requests it, his situation before the Finances. That is, if you have any debt or if your situation is regularized with the “Certidão de Dívida e Não Debt à Finanças”.

Why do you need a Certificate of Non-Debt to Finance?
There are several situations in which you may be asked for this declaration of non-debt to Finance. For example, if you apply for a job at State Institutions or other entities, in order to get public support.
Also, companies, if they apply for subsidies or state financing, must present this Declaration.
How to ask for the Declaration of No Debt to Finance
Start by entering the Finance Portal (AT) and start the session.

Log in with your taxpayer number and password or, if you prefer, you can use the Digital Mobile Key (CMD).

If you authenticate with the Digital Mobile Key, you are asked for “Authorization” so you have to select the button as shown:

Next, you are asked for the mobile phone number and the Digital Mobile Key.

Authenticates and awaits receipt of an “SMS” message via mobile phone. Enter the security code you received via SMS.

Now selecting “All Services” the Site Map appears:

On the Site Map, move the cursor down until you find the “Documents and Certificates” Option:

Select the "Request Certificate" option.
Your tax number is visible (hidden here). Click on the checkbox and choose “Debt and Non-Debt”:

Confirm your choice.

After confirming the data and the type of certificate you want, everything being correct, click on the "Certificate" button.

By clicking on the Certificate button, the document is downloaded in PDF format that you can save and print.

Debt and Non-Debt Certificate
The document that was obtained, is officially called “Debt and Non-Debt Certificate” and is commonly used to provide guarantees, before third parties, that the taxpayer has no debts to the State, namely to Finance. If there are debts, the certificate shows the amount owed. This Certificate is valid for three months.
